Establishment of the Japan Universal Poets Association (JUNPA)
1. Background of the Establishment
On December 9, 2010 we organised a poetry reading event called “Eastern and Western Poets in Sympathy" at the Kyoto City International Foundation, attended by two guest poets from overseas and 22 Japanese poets. Three other overseas guest poets were not able to visit Japan this time, but also contributed their poems to the booklet "Collection of Recited Poems".
The event was a success and the booklet and a DVD containing the recording of the recitation were also favourably received.
Everybody could fully enjoy the event, because each poem was read both in English and in Japanese, and the overseas poets explained the different cultural background of their poems.
An international poetry-event like this is a rare thing in Japan and many participants left comments saying that it was a very impressive and stimulating day. With many voices from all over Japan requesting not to make it a one-time event, and with the equally enthusiastic overseas poets expecting a follow-up to this event, we have come to the conclusion that it is important to found a supporting body for future international exchange activities.
That's why we establish the Japan Universal Poets Association (JUNPA).
All this is possible thanks to the strong support of Dr. Milan Richter, vice president of The World Congress of Poets (WCP), and Dr. Germain Droogenbroodt, secretary general of the congress, as well as to the leadership of Mr. Arima Takashi, president of the Kyoto Poets Association. Furthermore Ms. Mizusaki Noriko is also to be thanked for maintaining a wide international network of poets.
2. Purposes of the Establishment
We are founding this association for those interested in supporting on a voluntarily base overseas activities of Japanese poets and activities of overseas poets in Japan. Such activities include recitations, workshops, and contributions to international poetry festivals.
Another important tool in our search for cultural exchange through poetry is the international poetry journal / website "Poetic Bridge: AMA-HASHI (天橋） www.ama-hashi.com.
In this journal we want to collect a wide variety of poems from all over the world, accompanied by a translation into Japanese or English.
More than anything we hope that these activities will bring together people from different parts of the world, young and old, established and new talents, poets and other artists (musicians, painters, calligraphers, video-artists,....) and will give local people in Japan and abroad the opportunity to appreciate poetry they otherwise wouldn't have access to.
It is hard work for a few volunteers to translate this philosophy into reality and it costs to organise a conference or to issue a poetry journal. Founding this association will make it possible to apply for financial aid programs in order to fund events and translation activities. It will facilitate us to invite celebrated poets to Japan by covering for example their accommodation expenses.
The events we organise stimulate the local economy, and this would in turn open up the road for sponsorship and the interest of mass media.
Surely we will encounter a variety of difficulties, but it is important to take action now lest this chance go away. Therefore we would like to start with a modest organization and gradually expand. When our activities begin to flow, we can attract more people, valuable for our association.

3. Organizational Structure

Statute of the Japan Universal Poets Association
Article 1
This association is named the JAPAN UNIVERSAL POETS ASSOCIATION, abbreviated as JUNPA.
Article 2
The aim of the Association is to carry out artistic international exchange activities, especially focusing on modern poetry.
Article 3
The Association respects the original creations, research activities and voluntary exchanges of individual members, and carries out activities and projects necessary to achieve its purpose.
Article 4
The admission fee is five thousand (5,000) yen for regular members, three thousand (3,000) yen for club members, and the members are charged for journals, meetings, correspondence.
Article 5
The Association elects a few Steering Committee Members and one Auditor. Their term of office is three (3) years, notwithstanding they may remain in office beyond this term.
Article 6
The Association has its seat in Kyoto Prefecture in principle and shall establish a separate office and a committee.
Article 7
A new member is admitted to the Association upon approval of the Steering Committee, with the recommendation of one existing member. Termination of membership shall be decided by the Steering Committee upon request of the member.
Article 8
The fiscal year of the Association starts on April 1st and ends on March 31st of the following calendar year.
A General Assembly is convoked within three (3) months after the end of the fiscal year, and it approves operation and financial reports, operation plans for the next fiscal year, and other important matters, including a budget.
Article 9
Amendment of this Statute will be considered when appropriate.
Supplementary Provision
The Statute shall enter into force on March 31, 2011.

The logo is used on printed materials, electronic publications, etc. The logo may not be used without permission at any time, except when express consent is granted. (Rights to use the logo belong to Hamada Chiaki. JUNPA has the right for official use from the designer.)
日本国際詩人協会(JUNPA)設立について
１ 設立の経緯
２０１０年１２月９日に京都市国際交流会館にて「響き合う東西詩人―ポエトリーリーディング in Kyoto」を開催したところ、ゲスト詩人２名（１名はビザの取得不能で来日できず）、日本詩人２２名の参加を得、成功裡に実施することができました。また来日はできないものの誌上参加（代読で朗読）の海外詩人も３名ありました。
たった一日の開催ではありましたが、海外詩人の朗読を聴き、説明を受け、英文および和文テキストを読み、十二分に詩を堪能することができました。日本詩人も日本語と英語で朗読しました。国際詩祭ではあたりまえの光景ですが、日本国内でこのような朗読会は珍しく参加者の多くは印象深いと同時に刺激を受けたという感想を寄せられました。
これを一回きりにせず、また機会があれば継続してほしいという国内の声、また海外詩人からは是非とも続けて欲しいという声があり、何とか次のステップをと模索した結果、このような詩人の国際交流活動を支援する会を設立し、組織的に行うことが肝要であるという結論に達しました。朗読会の際に印刷発行した「朗読詩集」（別冊付）、制作発行したＤＶＤもたいへん好評でした。
これもひとえに世界詩人会議副議長ミラン・リヒター氏、同事務局長ジャーメイン・ドルーゲンブロート氏の強いバックアップと、京都詩人の会代表の有馬 敲氏のリーダーシップによるものであります。そして水崎野里子氏のご実績が語られますように幅広い世界詩人との人脈が土台にございます。
そのような経緯により、海外における日本詩人の活動、海外詩人の日本での活動を支援し、また育成することを目的に有志相集まり、本会を結成するものであります。少しでもご関心を持たれましたら、本会を支えていただきますようお願いいたします。
また、本会が設立すれば、財団等にも開催・翻訳の資金援助が申請でき、採択されましたら著名な詩人を招へいすることも可能です。滞在費、開催費、事務費もそこから支出できますので、特定の人々の負担になることもございません。また、これらは経済活性化にもつながることでありますので、イベントが決まれば、スポンサーも団体名で依頼できますし、メディアの対応も可能となってまいります。
以上のことが経緯となっております。
２ 設立趣旨
まず国際詩誌「詩の架橋：天橋」の発行がメインでございます。あとは、海外詩人が来日されましたら、日本詩人と膝を交えて朗読会やワークショップを行い、交流を深める。国際詩祭にたいする貢献も視野に入れております。何よりも若手人材を育成したい、学生や若者の関心を喚起したいと思っております。また住民に詩朗読鑑賞の機会を提供すること、また音楽・絵・書とのコラボレーションも考えております。
また、創立の理念はたいへん高邁ですが、行う仕事は地味であります。無給ボランティアでありましても相当に過重な仕事です。会議の設営、詩誌の発行にも経費がかかります。いろいろな困難があることは予想に難くありませんが、何もしないと機運を逸してしまうこととなりますので、まずはささやかな組織体制によりスタートいたします。順調に稼働し、関心が高まり、会の活動が社会に認められ評価されてきましたら、拡大をしていきたいと思っております。
どうか各位のご理解とご協力を賜りたいと切に願う次第です。
３ 運営組織

日本国際詩人協会会則
第一条 本会の名称を（Japan Universal Poets Association：略称 JUNPA）と称する。
第二条 本会は現代詩を中心に芸術一般及び関連の国際交流活動を行うことを目的とする。
第三条 本会は会員個々の交流、創造、研究活動の独自性を尊重し、会の目的のために必要な諸活動及び諸事業を行う。
第四条 入会金は会員五千円、会友三千円とする。ただし会誌代、会議費、通信費などの諸費用はその都度、会員負担とする。
第五条 本会は運営委員若干名、監事一名を選出する。任期は３年とし、留任を妨げない。
第六条 会所在地は原則として京都府下に置く。なお、別途事務局及び委員会を置く。
第七条 本会の入会は会員一名の推薦に基づき運営委員会の承認を受ける。退会は本人の申し出により運営委員会で決定する。
第八条 本会の年度は４月１日に始まり、翌年３月３１日に終わる。
総会は年度終了後、３か月以内に開き、事業報告並びに会計報告、及び次
期の事業案並びに予算案等重要事項の承認を受ける。
第九条 この会則の更改は適宜、検討するものとする。
附則 この会則は２０１１年３月３１日より施行される。

個人会員
本会の趣旨に賛同し、詩人の海外交流活動の実績があり、かつ今後の活躍が期待できるもの。とくに国際詩祭、国際詩誌、国際出版などの活動が単独にても可能なもの、とくに現代詩の海外発表を望むもの、海外現代詩の翻訳に期待する個人、国際詩人として活動を望むものを会員とする。海外会員も同様とする。（会費は５千円）入退会申込は随時受付。
個人会友
本会の趣旨に賛同し、詩人の海外交流活動に理解があり、かつ本会の活動に貢献が期待されるもの、とくに現代詩の活動、およびその文化連携に期待するもの、国際詩人としての活動を支援する個人を会友とする。海外会友も同様とする。（会費は３千円）入退会申込は随時受付。
表彰規定
大賞
詩業績に対して国際的に高い評価を得たもの、海外交流事業に多大な貢献をしたもの、国際詩人として先達の役目を果たしたもの、以上の条件をすべて満たしているものに授与することができる。
優秀賞
詩作品に対して国際的に高い評価を得ている、海外交流事業に貢献しているもの、国際詩人として活躍しているもの、以上の条件をすべて満たしているものに授与することができる。
新人賞
詩作品が国際的に評価を受けている、海外交流事業において貢献が期待される、国際詩人として今後の活躍が期待される、以上の条件をすべて満たしているものに授与することができる。
＊公募はせず。年一回、理事会で候補者がある場合は協議のうえ決定する。
